Franklin County, located in south central Pennsylvania, and ACA have established a collaborative relationship for integrating administrative and fiscal components of human services programs. To make the integration initiative a success, ACA believes that stakeholders must share a vision that is supported by a common language and a standardized assessment of benefits and costs. To work toward this shared vision, ACA developed an opinion survey to solicit stakeholders’ initial reactions and input in hopes of establishing cooperative participation through consensus building and meaningful inclusion in project activities. The survey addressed trends, challenges, and potential solutions facing human services programs in today’s public behavioral healthcare environment.
