Dr. Collautt’s book, Community Well-Being and Public Welfare, was translated into Chinese and published in China by Northeast Normal University Press. The University Press intends to make Dr. Collautt’s book available to Chinese students as a textbook and to Chinese government officials as a reference. ACA hopes that the book will help government officials in particular to understand both the strengths and weaknesses of U.S. public welfare administration and to draw on these lessons in developing their own government guidelines.

Dr. Wang Aiguo, Secretary of the Special Education College of Changchun University, worked with Dr. Collautt on a cooperative project and read Dr. Collautt’s book. Dr. Wang wrote an introduction to the Chinese translation of the book, and in it he cited Dr. Collautt’s "rich knowledge of the public welfare industry and innovative philosophy," as well as his "incisive examples and viewpoints." Dr. Lendo, President of Peirce College in Philadelphia, wrote a separate introduction to the Chinese version of Dr. Collautt’s book. Dr. Lendo advises officials to consider the book’s evaluation of U.S. public systems and the book’s "valuable ‘tool box’ of specific approaches, strategies, and tactics for addressing the complex challenges facing care systems."
