A paper entitled “Interoperability: A New Term, an Old Concept, and a Bright Future” will be published in a collection through the 2009 International Conference on Public Administration (ICPA), held in Chengdu, P.R. China. ACA’s Dr. Allan Collautt and Lijie (Lily) Li co-authored the paper with Yu Qiu from the Badaojiang district of Baishan City’s Commission for Development and Reform (Jilin Province, China).
ACA’s advocacy for interoperable, collaborative public systems is consistent with the conference’s focus on turning challenges in public administration into opportunities for better governance. Dr. Collautt’s paper examines challenges involved in managing interoperability initiatives, and it outlines strategies for handling them successfully in order to align public organizations and coordinate their operations.
