Effective management of administrative and financial functions has become one of the
major challenges for public systems of care. Cost containment policies and budget
shortfalls of the recent decades dramatically changed service delivery environment
in all public systems of care forcing the level of fiscal awareness that might not
have been essential before and increasing substantially complexity
of fiscal management in public welfare. Unfortunately, this awareness is rarely
paralleled by experience and resources that could afford structured approach and efficiency.
Our current environment is characterized by growing expectations (if not needs) and the
growing recognition of the finite nature of public resources. Under these circumstances,
the only practical way to satisfy society's obligations to its members without continuously
increasing its budget deficit is through more effective and accountable use and
redistribution of realistically available resources. To do so, administrative and financial
management in public systems of care must be improved dramatically.
