Performance Analysis in Public Welfare

ACA provides a range of products and services designed to assist its customers in analyzing and monitoring the performance of public human services systems and their compliance with state and federal regulatory requirements as well as with mandates imposed by funding authorities. ACA recognizes that agencies may have diverse needs in this general area, depending upon their role in the public system (e.g., primary insurer/payer, case management organization, managed care subcontractor) and the phase of project implementation (e.g., pre-implementation planning, transition monitoring, or ongoing operations).

In response to the range of public welfare industry needs , ACA efforts in this area may take one or more of the following forms:

  • Analysis of past performance in order to assess the feasibility of a new program or approach or to quantify the degree of satisfaction with a component of the system;
  • Analysis of service and eligibility data to estimate capitation rates;
  • Analysis of provider performance over time and in comparison with other providers of similar services;
  • Analysis of effectiveness of products and/or services;
  • Ongoing compliance monitoring;
  • Reporting and analysis to support ongoing quality assurance and quality management efforts.
Understanding the limitations of conventional wisdom and the simple application of generally accepted formulas, ACA begins each project with a critical examination of the perceived problem, possible data sources, and available analytic tools.

Whether it is through the use of MASTRR™ Solutions or through data management services, ACA innovative solutions provide clear and concise results to inform business decisions and to increase the accountability, efficiency, and quality of public systems of care. Understanding the limitations of conventional wisdom and the simple application of generally accepted formulas, ACA begins each project with a critical examination of the perceived problem, possible data sources, and available analytic tools. ACA further recognizes that thorough and competent analytic efforts are necessary but not sufficient to ensure comprehensible and useful results. In its various engagements, therefore, ACA strives to provide meaningful interpretations of deliverables and their practical implications, targeted to the specific needs of each particular customer.
