The MASTRR™ Solutions Service Structure Management module provides all of the tools necessary to maintain accurate, comprehensive information about the agency's services. The module allows the agency to create a service definition, associate the definition with a service group and service initiative, and specify the rules for measuring the service and reimbursing providers. In addition, the agency can associate each service with a set of external codes that providers will use to claim reimbursement, creating a standardized protocol for reporting service delivery. Plans incorporate the concepts of membership and eligibility, with rules governing who can receive and deliver services defined in the plan.

A funder may be one of the many federal, state, or local entities, as well as charitable organizations and private donors, who supply resources to reimburse providers for services. MASTRR™ Solutions provides the Secure Funder Registry module to allow public welfare agencies to gather and manage information about these funders.

Once the agency has identified and entered the funders into the module, the agency must track what funds, whether money or resources, the funders make available. The funds often represent different requirements that the services, consumers, or providers must meet. The Funds Information module allows the public welfare agency to define one or more funds made available by each funder, including fund amounts, availability dates, and a history of all adjustments made to each fund.

Once the agency defines the funds, it must prescribe a plan of specific rules for how those funds are to be used. MASTRR™ Solutions provides the Funds Plan Information module to allow the agency to define these rules, which can include or exclude clients, providers, and services in many possible combinations. By using MASTRR™ Solutions to construct relationships between funders and funds through plans, the agency determines how it will encumber costs and pay claims.
