Experience with Performance Analysis in Public Welfare
Information technology alone cannot provide meaningful performance analysis. At ACA, we interpret results concisely, and we vary the level of detail, focus, and breadth to suit the characteristics of our audience. Our experience in providing performance analysis services is extensive:
- We have a reputation for excellence in data management oversight functions and performance analysis for more than a dozen county agencies involved in Pennsylvania's Medicaid managed behavioral healthcare program (HealthChoices).
- Our data analysis efforts have helped county behavioral health agencies transition from fee-for-service to managed care environments. Our analyses have included assessing provider reimbursement trends, service delivery patterns, the adequacy of provider networks, and appropriate capitation rates to support ongoing operations.
- While monitoring the performance of a county managed care organization (MCO), we identified significant deficiencies and helped the program comply with state and federal data integrity guidelines.
- We audited a sub-contracted MCO to ensure that medical claims were being paid only for eligible recipients.
- We developed a data warehouse that includes Online Analytic Processing (OLAP) capability for behavioral health services information that a quasi-governmental agency uses to monitor the performance of the managed care program it oversees.
- We completed comprehensive performance analyses in preparation for integrating mental health and mental retardation programs.
- We conducted ongoing performance assessments for a behavioral health system of care jointly administered by multiple counties.
- We provided a comprehensive performance assessment for a large group of counties and their behavioral health systems. We reviewed various system-performance characteristics using OLAP technology, and we interpreted the results.
