As formulated by ACA, the principal role of program management in public welfare is to define benefit packages responsive to the needs of covered populations and establish a framework for care delivery. As formulated by ACA, the principal role of care management in public welfare is to assure that every person served by a public system has a plan of care designed to achieve appropriate outcomes and that timely and quality services are rendered in accordance with this plan. In ACA view, effective management of administrative and financial functions has become one of the major challenges for public systems of care. As formulated by ACA, administrative management in public welfare is an array of supports necessary for successful program, care, and fiscal management. ACA defines systems and data integration in public welfare as a process of consolidating certain functions and joining their previously independent data sets to coordinate administration of these functions for otherwise autonomous programs and/or agencies. ACA believes that collaboration in public welfare requires clarity of objectives and the existence of a structure acceptable for participants and stakeholders. ACA contributes to innovative solutions that provide clear and concise results to help inform business decisions and to increase the accountability, efficiency, and quality of public systems of care.
